About CTL

CTL is the Australian Holding Company for the CTL Group which is a diversified business involved in steel production and property development in China. The Chinese based companies operate two interrelated steel businesses – one which purchases and cleans the steel (NTN) and the other which processes the steel (Citylong).

  1. Our History


    CTL Group  is made up of two operating companies. Ningbo Marine Citylong Industrial Co., Ltd (Citylong or CTL)  was established in 2001 to undertake the business of manufacturing steel strip, plate and pipe, and Ningbo Nantian Metals Co., Ltd (NTN) , established in January 2007, to pickle (clean) unprocessed steel strip which it then onsold to its sister company, Citylong who would then manufacture the various value-added products that its customers required.

    In 2013 Citylong and NTN were placed into administration. In 2014, and after an official reorganisation, the now existing shareholders through their entity, Ningbo Zhongtian Yongcheng Trade Co., Ltd. took control of both Citylong and NTN, recapitalised the business and commenced expanding the operations including, in early 2016, the opening of the automotive parts manufacturing division of the business.

    In June 2016 the business was provided an official certificate that the reorganisation was complete.

  2. Our business model

    CTL has established a business model that allows for it to supply value added steel products to a wide customer base within the China industrial market.

    The management of CTL however has a longer term strategic plan to continually move the business operations up the value chain, using the existing revenue stream of the business, along with the capital sought, to underpin that growth.

    CTL has already commenced this process by expanding its product offering into the automotive parts sector, a sector  that is experiencing significant growth.

    In the longer term it is planned that the business consolidate its current operations from the two industrial sites it presently occupies into one.

    This will improve operational efficiencies of the business. Subject to capital constraints CTL will then seek to have both parcels of land redeveloped and expanded in the scope of use, the former site of Citylong to become a commercial centre and the NTN site becoming an integrated logistics and port facility.

    This will allow CTL to move further up the value chain by then also offering logistics services, which is a business model that is in high demand and offers significant growth opportunities. 

    It is anticipated that the rezoning/redevelopment plans that CTL has will also deliver a significant accretion in value to the balance sheet of the business as both parcels of land will become more valuable so long as the development plans are able to be executed as intended.

  3. Quality & Certification

    ISO and OHSAS Certification 

    GB/T19001-2008 / ISO9001:2008 Certification

    CTL has been assessed and approved by Universal Certification Centre Co., Ltd. (UCC) to the GB/T 24001-2004/ISO 14001:2004 standard which specifies requirements for a quality management system where an organisation:

    • needs to demonstrate its ability to consistently provide product that meets customer and applicable statutory and regulatory requirements, and
    • aims to enhance customer satisfaction through the effective application of the system, including processes for continual improvement of the system and the assurance of conformity to customer and applicable statutory and regulatory requirements.

    The Certificate is dated 18 Jan 2016 and expires on 15 September 2018 but an annual audit must be completed by UCC to maintain the validity of the certificate.

    GB/T28001-2011 / OHSAS 18001:2007 Certification

    CTL has been assessed and approved by Universal Certification Centre Co., Ltd. (UCC) to the GB/T28001-2011 / OHSAS 18001:2007 standard which defines requirements for an occupational health and safety (OH&S) management system, to enable an organisation to control its OH&S risks and improve its OH&S performance.

    The Certificate is dated 18 Jan 2016 and expires on 17 January 2019 but an annual audit must be completed by UCC to maintain the validity of the certificate.

    GB/T24001-2004 / ISO14001:2004 Certification

    CTL has been assessed and approved by Universal Certification Centre Co., Ltd. (UCC) to the GB/T24001-2004 / ISO14001:2004 standard which recognises the Company’s establishment, implementation, maintenance and improvement of its environmental management system

    The Certificate was issued on 18 Jan 2016 and expires on 15 September 2018 but an annual audit must be completed by UCC to maintain the validity of the certificate.

    Environmental Report

    On 8 January 2016 the Ninghai County Environmental Protection Bureau issued a Report NHY [2016] No.3 entitled “Completion Acceptance Application of “Three Simultaneous” System of Construction Project Environmental Protection” (Environment Certification).

    The Certificate provides that the Company has carried out the measures required by the Ninghai EPA’s “Official Approval Reply About Environmental Impact Report on Production Line Technological Reformation Project of High Frequency Welded Pipe with 100,000 Tons Annual Capacity and Lathe with 50,000 Tonnes Annual Capacity”

  4. Our growth strategy

    CTL’s growth strategy involves six stages:

    1. We intend to increase our raw material inventory via increased working capital;
    2. We intend to pay the local Ninghai Government an application fee allowing us in due course to build a wharf with a capacity of 10,000 tonnes.
    3. As a result of the greatly improved credit terms we intend to increase current production capacity from 100,000 tpa to 150,000 tpa by the completion of current upgrade works.
    4. We own the land use rights to both Company’s industrial zoned sites in Ninghai, near Ningbo in Zhejiang Province PRC. We intend to apply to rezone the smaller (Citylong) site for commercial use, resulting in a significant uplift in land valuation, and develop the newly rezoned Citylong site for commercial use with a State Owned Enterprise Joint Venture partner who we intend will provide all funding for the development.
    5. We will consolidate the 2 steel businesses at the one larger (NTN) site by moving the Citylong plant and equipment to the NTN industrial site in two stages allowing for continued production, where both steel businesses would then operate. At the consolidated NTN site the Group would continue to clean and process steel strip, plate and pipe and manufacture car parts.
    6. In the longer term we intend to develop our industrial NTN site by the addition of a large scale wharf and logistics centre.
  5. Benefactor company

    Approximately 40% of CTL’s staff are classified as disabled. The company provides stable employment for many people who might otherwise struggle to obtain employment and at the same time receives a substantial tax rebate from the Government.

Proven businessman and entrepreneur Mr Shao Xubin took ownership of the company in 2014.

ASX plans

The company prepares to list on the ASX to raise working capital for expansion plans.

February 2016

Car parts

The Group commenced production of car parts in early 2016 after purchase and installation of plant and equipment.



The Company is bought by Mr Shao Xubin who is the current beneficial owner.

In June 2013 Mr Shao Xubin took over management.
